Let me correct my understanding.
Option D has a Meaning issue apart from "less".
Option E has no meaning issue. Only issue is "Less".

I think they are both wrong for meaning reasons, because neither of the sample sentences I gave would make sense here. Perhaps an easier way to think of it is that "limitation" isn't really the right word here. There can be limitations on water use, but not on just how much water there is.
