I dont understand how ans is E.

Doesn't E change the meaning of the sentence. I picked A because I thought former chair and only chair, makes 2 different meanings.

Can someone pls help me figure out the reason?

As the former chair of the planning board for 18 consecutive years
and
a board member for 28 years

a person cannot be former chair and board member at same time.

hence E[/b]
