Home alarm systems are commonly regarded by insurance companies as improving the safety of the home. However, statistics show that the break-in rate for homes equipped with such alarms is slightly higher than the break-in rate for houses without such alarms.

Which of the following statements, if true, would most help to reconcile the insurance companies' belief with the statistics cited?

(A) Home alarm systems are generally installed only in those homes that are in theft-prone areas.

(B) Because home alarm systems generate many false alarms, authorities are slow to respond to such alarms.

(C) Without signs announcing the presence of a home alarm system, the system does little to deter theft.

(D) Home alarm systems offer little protection against practiced thieves.

(E) Many home owners state that they feel safer after purchasing a home alarm system.

Option A - INCORRECT.
Home alarm systems are generally installed only in those homes that are in theft-prone areas, but still does not guarantee adequate security of life and properties as proclaimed by the insurance companies.

Option B - INCORRECT.
The claim is this option to some extend may be true and can be the cause for increased record of break-in. Because home alarm systems generate many false alarms, authorities are slow to respond to such alarms which now gives free access to professional thefts to invade the house.

Option C - INCORRECT.
Without signs announcing the presence of a home alarm system would have done more good to unaware thieves, and help to catch them during operation. Rather, the system does little to deter theft with the awareness of the alarm which could be easily damage by thieves to stop further notification of the appropriate authority on invasion of property.

Option D - CORRECT.
This option is the best to reconcile the insurance companies' belief with the statistics cited. Home alarm systems offer little protection against practiced thieves when trying to invade peoples property, that is why alternative adequate security system should be present at all time to support the home alarm system. However, this other security system has helped secured and reduce break-ins in homes without home alarm system.

Option E - INCORRECT.
Many home owners might have claim they feel safer after purchasing a home alarm system because they stay in a more secured area or have alternative security system that guides them and there properties and supports the home alarm system too.
