I agree that there should be a "was" at the end of 'E'

Also another point,
B is a little more "PASSIVE" in saying "a world that was dominated by more wealthy"
E is more "ACTIVE" in saying "a world dominated by wealthier".

folks correct me if i am wrong..
Why is "who" wrong?
