From 1945 to 1990, Country X consistently spent 25 percent more on foreign aid than Country Y did. In 1994, for the first time, Country Y spent more on foreign aid than Country X did. Country Y's leaders argue that these figures demonstrate that their nation's commitment to helping other countries has grown.

Which of the following, if true, would help refute the argument of Country Y's leaders?

Of the total amount that Country Y spent on foreign aid in 1994, three-quarters of it consisted of military aid to three nations.
In 1994, Country X spent more on foreign aid to Country Y than Country Y spent on foreign aid to Country X.
In 1994, Country X spent 48 percent as much on foreign aid as it spent in 1945.
In 1989, Country X shifted the bulk of its foreign aid spending from military to nonmilitary assistance.
The combined populations of the countries that receive most of Country Y's foreign aid amount to less than five percent of the world's total population.

Im not understanding this. Below is my chain of reasoning

1. Country X spends 20% more than Y . so If Y spend 100 then X spent 125 from 1945 1990 (each year?).

2. 1994 - Y spends more than X so Y should have spent more than 125 ? Which is more than a 25% increase?

Getting stuck here....Help please

ConclusIon:

Country Y takes foreign aid seriously since it now spends more than country X.

Well what if country x just isn't sending as much as it used to? Then Ys argument falls apart.

That's what C does. See it?
