Question is actually asking what is X/y
from statement 1 you have a relationship between X and Y.
y = .75x or 3/4 x
so x/y = x/.75x = 4/3
from statement 2 we don't have any relationship between X and Y.
so can't solve using this information.
So answer is A.

Let F = the fraction of y that x equals.
In other words, x = Fy
Solve for F to get F = x/y
Now that we know we're really trying to find the value of x/y, let's rephrase the target question:
Rephrased target question: What is the value of x/y?

Statement 1: y is 3/4 of x
In other words, y = (3/4)x
Divide both sides by x to get: y/x = 3/4
Flip both sides to get: x/y = 4/3
Since we can answer the target question with certainty, statement 1 is SUFFICIENT
Statement 2: x is 3/4 of 16
In other words, x = 12
Knowing that x = 12 will not help us find the value of x/y.
Since we cannot answer the target question with certainty, statement 2 is NOT SUFFICIENT
Answer = A
