Environmental organizations want to preserve the land surrounding the Wilgrinn Wilderness Area from residential development. They plan to do this by purchasing that land from the farmers who own it. That plan is ill-conceived: if the farmers did sell their land, they would sell it to the highest bidder, and developers would outbid any other bidders. On the other hand, these farmers will never actually sell any of the land, provided that farming it remains viable. But farming will not remain viable if the farms are left unmodernized, and most of the farmers lack the financial resources modernization requires. but the OA is E....
However ...here is my explanation...
Summary : The author states the goal [first BF]and also the plan of Envi-orgs. Then he reasons as why the plan is flawed. He states a situation in which the farmer would deny to sell his land.The author then proposes a new strategy to protect the land cashing on this situation.
the first BF says that X is their goal.....So both D & E could be the potential contenders....However....the second BF states a fact on which the author's new proposal is based..
the second BF is defntly not a SITUATION that the argument contends MUST BE CHANGED as Option E incorrectly says....
Lemme know what you think...

I stuck up between D and E
but I refused D bc it talks about strategies, although there is only one strategy that gov proposes. Moreover, second is not a judgement, but rather another reason to attack gov's strategy.
and chose E bc:
E- obviously passage talks in positive way about gov's intentions to preserve lands. Thus - argument endorses gov's goal. Second is really presents the situation of farmers' difficulties and intentions, and provides advice to be made in order to achieve main goal.

E says....the second BF is a situation of farmers, that needs to be changed.
But second BF is not what the new strategy seeks to change....rather it is the inability of the farmers to mordenize that needs to be changed.....And this is only possible....when are not mordernized due t economics reasons which the new strategy proposes to provide.....

Close call between D and E in the bold face question.
Rashmi, in your question, option C explains the paradox.
Option E is wrong because it doesn't explain why the communicable disease was absent in America.

yeah you are right...
But this is how i look at option E .." since many americans,before pallegra was linked to niacin" interpreted it to be some other disease... it was lil known among americans.. BUT NOT ANYMORE(the Q states that it ws not known at that time.....NOT NOW)......Isnt that logical ??
