Target question: x is what fraction of y?
Let F = the fraction of y that x equals.
In other words, x = Fy
Solve for F to get F = x/y
Now that we know we're really trying to find the value of x/y, let's rephrase the target question:
Rephrased target question: What is the value of x/y?

Statement 1: y is 3/4 of x
In other words, y = (3/4)x
Divide both sides by x to get: y/x = 3/4
Flip both sides to get: x/y = 4/3
Since we can answer the target question with certainty, statement 1 is SUFFICIENT

Statement 2: x is 3/4 of 16
In other words, x = 12
Knowing that x = 12 will not help us find the value of x/y.
Since we cannot answer the target question with certainty, statement 2 is NOT SUFFICIENT

Answer = A
