Doesn't the premise say that the uncommon (rare but extreme cases )case lead to public outrage and not the common standard ones.. Hence doesnt B contradict the premise?Am i missing something ?

No its not like that

You just think yourself into an argument

Consider someone says: A fraud can be both common and lead to outrage
To counter you will give him an example about how it is not possible. Either it is uncommon or it does not lead to outrage
You dont explain how uncommon can cause an outrage. Factually Uncommon always lead to an outrage

Somebody tells you : public is only interested in standard cases of welfare
To counter you say: No it is not. Havent you seen the example.....and you tell story like given in the premise

Can anybody elaborate why A is not the correct option.

What i understand from para is that the argument provided can be used as a support in limiting the welfare spending..hence it can be used against any argument which is opposite
