What I meant to say is:
I don't remember seeing ',and' for a list of two things. Even if I assume that ',and' can be used to list two things, the use of ',and' before 'installing' seems incorrect to me.
But, I think we can use : "by putting all his refrigerator air compressors together in an insulated compartment, and by installing two fans and a duct..." , although I am unsure about the necessity of comma even here.
However, other constructions do not give an accurate picture of the order of events, as A does
