I got this one when I am digging through some old threads in BTG

16. Some people believe that saying that an organization is hierarchical says everything there is to say about how the organization operates. It is true that all bureaucratically controlled organizations are hierarchical, and yet the Public Works Department operates quite differently from most other bureaucratically controlled organizations.

If the statements above are true, which of the following can be logically concluded?

� The Public Works Department operates more like a non-bureaucratically controlled organization than like a bureaucracy.
� Any organization that is hierarchical is bureaucratically controlled.
� The fact that a given organization is hierarchical does not lead us to a reliable conclusion about how that organization operates.
� Not all hierarchical organizations operate in the same manner.
� The operation of an organization is not a function of whether it is bureaucratically controlled or not.

Need your ideas with this one. Thanks.
OA I dont know. My pick was C, since it looks milder and not extreme than others.

IMO D

We know that all bureaucratic organizations are heirarchical. We know that the Public Works Department is a bureaucratically controlled organization (meaning it is hierarchical). And we also know that the PWD operates differently than most other bureaucratic organizations. This can only be true if not all hierarchical organizations operate in the same manner.

I think this is a tough one and I was torn between C and D. The reason I didn't choose C was because of the "reliable conclusion" line. We know that the PWD operates differently from most other bureaucratic organizations. If the PWD was the only hierarchical organization that did not operate in the same way, we could make a reliable conclusion of the organizations operating methods by knowing it is hierarchical. There's a huge difference between having to make a reliable conclusion and having to make an absolute conclusion.

Just my opinion though. :)

Yes It makes sense now. Instead of taking this department as an exception to others, I generalized it thinking..there might be some other departments which are similar to PWD, since "most" doesn't mean all in this case. That's my mistake. Thanks for your explanation. The last statement you mentioned should be followed like a formula in gmat :)

I also confuse between C and D, and finally choose D in my 6th sense. However, thank for your explanation.
