{A} INCORRECT: -both x & y --> but y again has "against"; also we dont need "had"
{B} INCORRECT: "also" is not needed; "having" is incorrect
{C}
{D} INCORRECT: "against" is missing in "Y" of both X & Y. "had" is not needed
{E} INCORRECT: "also against" is not needed

{C}?

In the idiom both X and Y, X and Y must be PARALLEL FORMS.

A: both the law...and against
Here, the law (noun) and against (preposition) are not parallel forms.
Eliminate A.

D: both against...and the software company
Here, against (preposition) and the software company (noun) are not parallel forms.
Eliminate D.

B and E: the software company having initiated
NOUN + having + VERBed is ALWAYS WRONG.
Eliminate B and E.

The correct answer is C.
