Economic advancement - pronoun agreement

The biggest economic advancement that U.S. and South Korea have attempted - a free trade agreement signed in April 2007 - hasn't been completed because it awaits ratification by its respective lawmakers.

a) it , its
b) they, their
c) it , their
d) they, its

Please explain your answers.

First underlined portions refers to U.S & South Korea---Hence it should be they
The second underlined portion refers to their lawmakers----Hence it should be their
Further , another reason we can't use 'it' here is that it can refer to agreement in that case

IMO : B

OA is C. But, I think the answer is wrong. IMO, the answer should be A.

Any opinion from experts?

Answer is C

The biggest economic advancement that U.S. and South Korea have attempted - a free trade agreement signed in April 2007 - hasn't been completed because it awaits ratification by its respective lawmakers.

It - represent "a free trade agreement" (Singular)

their - represent lawmaker from both from US and South Korea (Plural)

"Its" is a singular verb from

the sentence says it awaits .... they awaits is not correct hence we can rule out B and D
now the second one "its" ... read the sentence's last part again "its respective lawmakers" ..the word respective tells us that its plural .. hence "they" must be used ...the option that satisfies both is C

IMO C

Ok, please answer which of these sentences is correct?

The dam is operated jointly by three nations; the decision to release more water has to be taken by the dam's operators.
OR
The dam is operated jointly by three nations; the decision to release more water has to be taken by the nations' operators.

I think it is the former that is correct. Similarly with the original question, I think the sentence as it stands is correct.

what about the second blank space?

why its lawmakers & not their lawmakers
How can an advancement have lawmakers?

I always face difficulties while using verbs for non-living things.
Is the below statement correct
"A Private message has arrived" Can we make such statements message being a non-living thing?
Please help.

The advancement is the trade agreement. The trade agreement was proposed/drafted by lawmakers.
