it's certainly correct to use singular form of 'to be' copulative/linking verb, as all words start with capital letters and indicate collective noun (one, single). If it were stores (Not Stores) then we would use plural "are" in A and E. In B it's plural "to be" wrong. In C it's simple present tense-wrong, the tense must be future. In D the tense is future simple-wrong, as the action of 'planning' has been defined already and the required future action is not 'to plan' BUT 'to offer'. So it's choice A.

To choose between option A and E:

Comma+that is almost always wrong in Gmat. This eliminates E.
