(8^2)(3^3)(2^4)/96^2
First break all of the numbers down into primes.
8^2 = 2^6
96 = 2^5 * 3
96^2 = 2^10 * 3^2
so now that everything is broken down into prime numbers we have
(2^10)(3^3)/(2^10)(3^2)
Now it is easy to see that the answer is 3.
