According to properties of triangles: "If the perpendicular from one vertex bisects the opposite side, the triangle is isoceles."

Stmt1: The area of 2 sub-triangles could be equal even if the triangle ABC is scalene, isoceles or equilateral. Insufficient.
Stmt2 states this property and hence is sufficient. Answer B.
