IMO: D . Selection mechanisms the subject is plural, so it should take a plural verb: screen


B,C and E are out as disportionate with is not idiomatic

D is correct. "that is" is a clue for this q. The subject for the "that screen ~" should be the "mechanisms".

i thought "that" refers to the selection mechanisms and not the disparate effect
