I believe this has already been answered on this forum. However here is the answer.
1. no conclusion can be drawn. Because we do not exact number of students who study Japanese (note the use of at least)
2. using the given information it is clear that:
4% of French language students = 10% of Japanese Language students. (ratio/ratio comparison)
Thus student count is higher for French (than that for Japanese.)
Hence B is the answer.
