This construction could imply that the government DEFINITELY WILL TRY to prevent the outbreak.
The intended meaning is to discuss what the health commissioner SAID:
The health commissioner SAID that the government had implemented strict measures...and [SAID] that it would try to prevent the outbreak.
In E, the two parallel structures --
THAT the government had implemented and
THAT it would try -- make it clear that the sentence is discussing what the commissioner SAID.
