gmatguru,
I've a generic question here.

in GMAT SC, generally,NO COMMA + VERBing construction serves to refer to the immediate preceding noun or noun phrase. right ?

whereas, COMMA + VERBing construction serves to refer to the nearest preceding action and agent of this action -- mostly, the referent will gonna be the preceding clause. right ?

if the above two rules are true then can we consider this SC at hand to be an exception or rare instances in GMAT ?
