IMO A

stmnt 1 is sufficient because, there is a clear relation given in terms of a ratio...

Hence, if the cups of sugar = 1
cups of flour = 2.5

if cups of sugar = 4
cups of flour = 10

The ratio is ALWAYS 5:2

Stmnt 2 is insufficient because

it gives the relation between the 2 variables in terms of addition. the ratio can & WILL vary.

for eg. if the cups of sugar = 1
cups of flour = 2.5

if cups of sugar = 4
cups of flour = 5.5

Note how the ratio changes in both the cases. Hence, insufficient.
