According to Glen and Sara, citizens should be assumed to make good choices without Governmental interference but procedural sides will disable the effect of this choices and the relationship among citizens and the government.

Option B - INCORRECT.
Virtuousness and citizens right should be of topmost importance to the government as it is to the citizens, but in this claim it is obvious that procedural sides will create a disadvantage on the sides of the citizens through primary role of Laws.

This option has proclaim its support on the discussion of Glen and Sara.
