(A) the local citizens are difficult to reach, taciturn and are
(B) local citizens to be difficult to reach, taciturn and are
(C) that local citizens are difficult to reach, taciturn and

(E) that local citizens are difficult to reach, and taciturn and they are

Option C is the best with respect to parallelism.

Agreed. The first two items in the list are adjectives ("difficult..." and "taciturn"), so the third item must be as well.

My query is why is E wrong?? C is undoubtedly a fair choice.But what if two choices seem correct?

Zoos have found 3 things. So, clearly all the three things should be "parallel" to each other. So, these 3 things must either all be phrases or all be clauses. So, either of these would be correct:

All 3 phrases (as in option C):

National zoos involved in modernization have found that local citizens are difficult to reach, taciturn and suspicious of innovations.

All 3 clauses:

National zoos involved in modernization have found that local citizens are difficult to reach, that they are taciturn and that they are suspicious of innovations.

You can't have a "mix and match" of phrases and clauses (as in E).
