In countries where automobile insurance includes compensation for whiplash injuries sustained in
automobile accidents,reports of having suffered such injuries are twice as frequent as they are in
countries where whiplash is not covered.
Presently,no objectivetest for whiplash exists, so it is true that
spurious reports of whiplash injuries cannot be readily identified. Nevertheless,these facts do not warrant the
conclusion drawn by some commentators that in the countries with the higher rates of reported whiplash
injuries, half of the reported cases are spurious.Clearly,in countries where automobile insurance does not
include compensation for whiplash, people often have little incentive to report whiplash injuries that
they actually have suffered.

Correct Answer : D

My doubt is that both the bold faces say the same thing.
Bold Face 1 says: More cases are reported when insurance is there.
Bold face 2 says : Less cases are reported when insurance is not there.

Why is E not correct?

Why is E not correct?
In this type of questions, you will have two sentences to evaluate in each option.

E :

The first is a finding whose accuracy is evaluated in the argument; - The accuracy is not questioned ! They know that the information is accurate but they are not sure about its implication.

the second is evidence presented to establish that the finding is accurate. - Since we know that it is accurate, we don't need anything to prove Statement 1 in E. The 2nd part of E is there to support the unstated conclusion by arguing about the implications of Statement 1 in E

Since, we know that 1st part of E is wrong, we can just eliminate it without even looking at the 2nd part of E !
