A is incorrect because there is no evidence about the relative costs, so it does not have to be true that the law costs businesses money.
E is correct since if the companies are in full compliance with this law (the statements indicate this), it must be true that the executives following the company's guidelines also are fully complying with the law.

Relative costs are not important for answer cjoice A to be correct, because whether it costs businesses 10 dollars or a thousand dollars a month to operate a fleet of planes, this is still cost paid for by businesses. I find inference and must be true more difficult than parallel reasoning ! There many things that can be inferred.
