They are both correct. Usage will depend on context

1) Estimate that is followed by a clause

for ex: We estimate that it will take 15 days to complete the project.

2) Estimate to be is followed by a value that must logically match what comes before estimate

for ex: The time required to complete the project is estimated to be 15 days

(I study with OG, MGMAT SC and GMATFix Verbal Flashcards)

Can you say:

The time required to complete the project is estimated at 15 days

But as far as I have seen in OG and Manhattan SC...they both talk about "Estimated to be" as correct idiom in GMAT.

Can you tell if you know of some official example where "estimated that" is correct ?

I am asking this because in one of the practice question, the correct choice contained "Estimated that"....just want to make sure that the same match with OG thinking.

Please tell if I am missing something here.

Thanks
Mohit

No. "Estimated at" is idiomatically incorrect. "Estimated to be" is correct.

Take a look at Official Guide 11th, #21 pg 671 (sentence corr.). The correct answer reads:

"Paleontologists believe that fragments of a primate jawbone...estimated to be 40 to 44 million years old provide evidence...""

"Estimated that" is used in the OG11. Look at #120 Sent. Corr. The correct answers says:

"It has been estimated that illiteracy costs the US at least $20 billion a year"
