That's difficult to say as a blanket answer. Only because there could be instances where you structure the essay in such a way that one way is stronger than the other. However, the rule of thumb is answer the question. So if they're asking for your weaknesses and how you've developed them, then more often than not, try to start with your weaknesses. That'll also have the side benefit of keeping you on target versus getting off that path and onto tangents. But, like I said, it comes down to your writing style and how you've structuring the vehicle.
