Option A is correct as it points one potential flaw with three tier trucks, that they ave been travelling only on lightly loaded traffics...it means the relatively more accidents by simple trucks are not inherently bad that is because they are operating on congested roads which are more accident prones.

Guys, The OA is B. Even I thought the answer is A. B is strengthening the argument. I don't know why B is correct.
