"conceive of X as Y" is the proper idiom.
DE Out.
"but which is" is wrong in B.
"Conception of" is wrong in A.

I agree "conceive of " is the correct idiom,but pay attention to the structure of the fragment in (c).
The clause "that could substitute for the telephone" modifies the noun that precedes it .
It seems as if the conversation is the tool that could substitute the for telephone.
I would request fellow students and experts to pour in with their views and explanations.

IMO C:

'that' can modify to a noun which is not closest to it.

There are many exampples in OG.

Also Please underlined your question properly.

As indicated in the following screenshot,Tommy walach points out a similar sentence where "that" modifies the noun before it.

I have attached a screenshot from a fellow member who has pointed out such a case from the OG itself where the "that" clause modifies the noun preceding it

'that' can modify to a noun closest to it

'that' can modify to a noun - not closest to it.

[ there is no strict rule for 'that' -> depending on the context/meaning of the sentence, it can modify to closest noun or non-closest noun. ]

----> now with the above rule, what problem you are seeing with C.


The problem which you are attaching, can have many other aspects also.

I wish to confirm this since Tommy walach and ron purewell both have written that
subject + prepositional modifier + "that clause" creates complications.
I am not being stubborn but i would like to clear this confusion before i lose track of it.
Also perhaps paes ,you can help me with the Pronoun "it",it could refer to so many antecedents "radio" "telephone","communication" that come before it

UNDERLINE YOUR FIRST POST i.e. QUESTION

usage of it:

it is used for radio.

See:
in first part of the sentence
radio : subject
telephone : object

now see the second part:
'it' : used as a subject

so 'it' is referring to radio.

"for private conversation " is a prepositional phrase. Try removing it from the core of the sentence.

So now "that" refers back only to tool.

"it" has a logical reference to "radio" as the author focuses on "radio" and not on TV.

Please Consider the following sentence
"The boxing scene was the part of the movie that i enjoyed the most"
Here the " that " clause modifies "part "
It means it was the part that i enjoyed the most
What if i want the "that " clause to modify the movie
