is this a Singular or Plural concept?

According to the international investment memorandum recently signed in Geneva, France is one of the 4 European nations planning to provide fewer tax incentives for foreign investment in production of heavy industrial machinery.

planning to provide fewer

planning to provide less

planning on providing fewer

which is planning on providing fewer

that is planning to provide less

The OA is
A. I thought that "France is one of the 4 European nations...." is talking about France and thus should be used singular. But for E, manhattan gmat says This answer choice supplies the incorrect singular verb construction “is planning” that does not agree with the plural subject “nations.” Can someone help me out please
. Thanks.

Choice E uses the relative pronoun "that" and it is modifying European nations (immediate noun) and that's the reason it should be "that are planning"..

According to the international investment memorandum recently signed in Geneva, France is one of the 4 European nations planning to provide fewer tax incentives for foreign investment in production of heavy industrial machinery.

planning to provide fewer

planning to provide less

planning on providing fewer

which is planning on providing fewer

that is planning to provide less

The way I approached this problem is :
"tax incentives" are countable. So we cannot use "less" but can only use "fewer" . So b) and e) are out. c) can be rejected because of "planning on" . We are left wit a) and d). d) unnecessarily includes "which is" so I think the answer should be a)

ps: I think "that" in e) doesn't refer to EU Nations instead it refers to France. SO we cannot reject it on the basis of "is"

Kindly correct me if I am wrong.
Thanks.
