3. Recent statistics make it seem unlikely that the
total consumption of electricity determines its
cost to individual consumers. Recent increases
in total consumption, especially during the hot
summer months, have sometimes been
accompanied by a decrease in the cost per unit
and at other times by an increase.

Increase in consumption --> Sometimes decrease in cost & at other times increase

==> This implies that there is no correlation between consumption & price per unit; the word "sometimes" plays very important role. If the premises were Mostly decrease and sometimes increase, then we could have said that correlation exists.

Option {D} states the same that there is some other factor.

1. No relation between consumption of Electricity to cost.

2. Decrease in cost / Unit ( During Summer ) accompanied by Increase in consumption.


Top peak season in the power sector is generally during the Summer season ( When people use Fans , Air conditioners , Refrigerators etc... More )

Most Companies tend to increase Cost per unit during this period to increase revenue however data presented in the passage claims it was just the opposite...

Not at all . we find there is no correlation between cost and consumption.

Not true

(C) Further investigation into the way these statistics were gathered is certainly called for.

Out of scope , we have to strengthen the argument not to question it.

(D) The cost of electricity depends upon something other than the total consumption of electricity.

True , cost of electricity is probably depended on something other than consumption since there is no positive correlation between them.

(E) The cost-per-unit of electricity to consumers is dependent on the total electricity consumption

Just the opposite , there is a negative correlation between Cost per unit and consumption of Electricity.

Hence good with option (D)
