Boldface-MGMAT Another one, pls help approach for thse types

Political Candidate: Government subsidized prescription drug plans that would allow individuals significant choice in determining their benefits and costs are deceptively appealing to numerous stakeholders. However, buying prescription drug coverage, like buying health insurance coverage, is not like buying a car. The consumer cannot predict his or her future health needs. Moreover, the administrators of the choice-based drug plans under consideration are allowed to change the drugs they cover and the prices they charge at any time; this renders informed consumer choice meaningless and makes securing appropriate coverage a crap shoot. Older and disabled individuals, the predominant consumers of government subsidized prescription drug plans, should be offered drug coverage alternatives that do not force them to gamble with their health.

In the argument above, the two portions in boldface play which of the following roles?

First take: 640 (50M, 27V) - RC needs 300% improvement

I always ask "Why" questions, especially when I come across a "claim".
Why is he saying that? O.. I see, because of X. Why X then? O, cos Y supports X etc..

Most times this approach works for me. Especially when I do not clearly see the conclusion.
Which is usually the case (for me) with these bold-faced questions.

With answer choices, I'm usually going wrong to right. What can I clearly eliminate?
> i.e., the bold face is clearly a premise, so I rule out all answer choices that claim it's a conclusion.
> the bold face is either an intermediate conclusion or main conclusion (not sure yet), then I rule out answer choices that say it is a counter-premise. etc.

Notice that the second boldface is not a fact or observation - its something that the PC uses to present his own perspective. That makes D incorrect.

I chose B over C. There is a very subtle difference between B and C, IMO.

IMO, the second bold faced one is NOT used as an evidence for the author's ultimate position its just a helping statement TO SUPPORT author's ultimate position.
hence C wins over.

correct me if ma understanding is flawed and experts please explain the difference that governs the use of words - claim, assertion & observation- used in bold faced q's.
