According to a 1996 survey by the National Association of College and University Business Officers, more than three times as many independent institutions of higher education charge tuition and fees of under $8,000 a year than those that charge over $16,000.

as many.............................................. as..... correct idiom

those is required for proper comparison...

the OA is E

I think E is would be the best choice too.
But what I think is they have not maintained parallelism here.
shouldn't it be "as those that charge" instead of "as those charging"

"as those that charge" is the wrong construction. The reason is both "those" and "that" are pronouns and they can only refer to noun. In this construction, "that" is referring to"those" which is also a pronoun.. So incorrect.

thats why as those charging is used in option E...
