From 1:

|x+1| = 2|x-1|
=> x+1 = 2x-2
=> x=3

When using absolute, solve for -ve also

|x+1| = 2|x-1|
=> x+1 = -2x+2
=> x=1/2

INSUFFICIENT

From 2:
|x-3| <> 0
=> x<>3
So, x could be anything other than 3, INSUFFICIENT

Combining, 1 & 2, We know x=1/3 SUFFICIENT

Hence ANSWER = C
