The annual BeatTheGMAT scholarship application requires photograph/picture along with a short bio of the applicant.
But there's also one condition to applicants that they should not attach any files to the email. Of course attaching one's picture file as an attachment is exception, but I have a suggestion:

We can request photos (& short bio) of only those who're short-listed
to say top 10, or only those who're winner of the scholarship contest.

... will save some space in inbox definitely & will stick to rules of no-attachment-in-application.
