Between 1975 and 1985, nursing-home occupancy rates averaged 87 percent of capacity, while admission rates remained constant, at an average of 95 admissions per 1,000 beds per year. Between 1985 and 1988, however, occupancy rates rose to an average of 92 percent of capacity, while admission rates declined to 81 per 1,000 beds per year. If the statements above are true, which of the
following conclusions can be most properly drawn?

(A) The average length of time nursing-home residents stayed in nursing homes increased
between 1985 and 1988.
(B) The proportion of older people living in nursing homes was greater in 1988 than in 1975.
(C) Nursing home admission rates tend to decline whenever occupancy rates rise.
(D) Nursing homes built prior to 1985 generally had fewer beds than did nursing homes built between

Answer : A
Between the first period and the second period, the OCCUPANCY RATE INCREASES (from 87% to 92%), while the ADMISSION RATE DECREASES (from 95/1000 to 81/1000).
Implication: Patients are NOT LEAVING the nursing homes.
As a result, the occupancy rate stays HIGH, even though fewer patients are being admitted.
Answer choice A:
The average length of time nursing-home residents stayed in nursing homes increased between 1985 and 1988.
In other words, between 1985 and 1985, FEWER PATIENTS LEFT the nursing homes, keeping the occupancy rate HIGH.

The correct answer is A.

Has to be A. Since it gives a very plausible idea about the increase in occupancy rates.
You can, for example never foretell what any one man will do, but you can say with precision what an average number will be up to!

it must be A, think like in another way, suppose its about university hostel but not nursing home. if admission to hostel remain constant and drop next year while occupancy rate remain high. it means most of the Seniors are staying for a longer period (because they failed in their last semester :D). so the rooms occupied will be high no matter admission rate drop or remain constant.
