Federal legislation establishing a fund for the cleanup of sites damaged by toxic chemicals permits compensating state governments for damage to their natural resources but does not allow claims for injury to people.

I think here damage to would be a correct idiom

Parallelism in "for damage to their natural resources" and "for injury to people"

I see this question focussing on parallelism and idioms.

I recognize the idiomatic structure permits x but Y.

Here X contains compensating and structure Y contains claims .. which are not parallel in comparison.

Thus, I pick D. Experts guidance and OA please.

I'd have chosen A for these reasons as well as for concision.

Keep in mind that "compensating" here is a gerund -- a verbal noun -- and while not as similar-looking to "claims" as we might hope, it is still eligible for parallelism to a noun.
