if them has an antecedent I would have gone with E.

where holds good so neglect C

A/B... my interest went with B.

incomes are vs income is

income of 60 people out of 100 is below 2$ per hour.
First take: 640 (50M, 27V) - RC needs 300% improvement
Second take: coming soon..

It's a difficult choice to make between A and B........I think A is wrong because of the word household incomes..........please correct me if I am wrong

I also was confused between A and B, but went wrong when I selected B.
when you read this question at first you think that income is uncountable,
so it must be singular...yes this rule works, but we have to consider the meaning,
now that I thought twice I reconsider the situation:

what should the reader understand from " 60% of household income is below the poverty level"??
does it mean that the remaining 40% is above the poverty level? it does not make sense at all.

but considering A, we should understand that 60% of the incomes(60 out of 100 household incomes) are below the poverty level.

I m not sure if that's the best explanation, but it seems satisfactory to me:D

C. which has more than 60 percent of the

D. where they have more than 60 percent of

E. where more than 60 percent of them have

In D and E, they and them have no clear antecedent. Eliminate D and E.

C changes the meaning. More than 60 percent of the household incomes below the poverty line implies that, of all the household incomes below the poverty line, 60% are in Travis. The intended meaning of the sentence is that 60 percent of household incomes in Travis are below the poverty line. Eliminate C.

In B, 60 percent of household income cannot be below the poverty line. EACH household income in Travis is -- or is not -- below the poverty line. Since the sentence is discussing the NUMBER of incomes below the poverty line, the wording in A is correct: 60 percent of household incomes are below the poverty line. Eliminate B.

Please note that there is no correct answer here. In the non-underlined portion of the sentence, a county like Travis is incorrect. Like should not be used to introduce an example.
