A group of students who have blah blah... believe (IMO)

1,3 - out

1)believes that the park needs not to be redesigned but to

2)believe that the park needs to not be redesigned but to -- not word can appear between 'to be'

3)believes that the park needs not to be redesigned but could

4)believe that the park needs not to be redesigned but to -- needs not but to be - - IMO parallel.

5)believe that the park needs not to be redesigned but that it -- not parallel.

Guys I believe D is right answer for reasons sent by aj5105

Agreed group is singular.....but the usage have (indicates we have to use plural) else it would have been "has"

then not to be .....but to be .....correct idiom and parallel

Hence D ...

A is my pick.

Here "group" is the subject which is singular and needs singular verb, "believes". Choice A fits the parallel form "not X but Y".

Group of students - is plural and hence requires "believe"

therefore A and C are out.

and because of parallelism - D is correct

I see two problems with this question. 1st -- 'A group' is a single entity therefore we should use Singular verb. But the non- underline part uses "Have" here. I am not sure whether there is a typo here. Secondly, "A" and "D" both are the contender for the answer. "Believes" is referring back to the GROUP of STUDENTS. And if there is no typo in the question then "D" is the answer.

What is the source of this question? This surely looks to be one of the 1000 sc question. I would rather ignore this question.

IMO A

the "who have begun to clean up Frederick.." is modifying Students, an object of subject "A group".The object has no bearing on the main verb in this case, so the verb should be singular.

IMO D.

A group of students -Plural so believe.

For ex: we say A group of people are running .. not a group of people is running.

the park needs not [to be redesigned] but [to be returned to its former condition]

Not X but Y
