x- intercept of a line is when the line touches the x-axis when y=0.

Neither choice gives us value of x, when y=0. Hence would not be sufficient alone.

Together, we have 2 points - we can find the equation of the line, sub y=0 and find x. Sufficient. C

You can never form any equation of a straight line with only one point. You need atleast two point to create an equation of a straight line.

here we can get the value of X at y=0, only after forming the equation of the line. Hence C.

Hope this helps !!
