IMO D....bcoz...it says that currency decline is not due to Budget deficit but due to some other reason. .....so, prediciting that budget deficit made the change in currency value is wrong . Hence, D.

D : Before the deficit - other factors caused currency decline.
What about during or after the deficit - The option doesn't provide any answer.
E - Clearly states that even during a deficit, other factors might contribute to the currency decline - which weakens the argument.

This is a Cause & Effect type of CR question.
The author mentions that govt's huge budget defecit is the cause for the recent decline in value of dollar.
The argument can be weakened by attacking the cause.
D does it right.

The way i looke at it is....
The argument does not say "govt's huge budget defecit is the cause for the recent decline in value of dollar. "
The argument says..that Prediction + Huge deficit has caused the currency to decline -> We must reduce deficits to prevent currency decline..
if we get the choice in which we do not have to reduce the budget deficit for currency decline.....that wud weaken the argument...
E says that other factors are triggering currency declines so if u reduce other factors ...u can prevent currecncy decline....
