In B, it says that the auto manufacturer is focusing on improving the fuel efficiency of its trucks in order to compete with fuel efficient cars. So this strategy is not inward-looking as it is taking the shifts in market into consideration.
But in C, it says that the auto manufacturer is focusing on improving the look of its trucks in order to compete with fuel efficient cars. So this is an inward-looking strategy is it is not considering the market shifts. There is an increase in the sale of fuel-efficient cars but this manufacturer is trying to do defend his own market rather than competing with the new products. The new product 'fuel-efficient cars' can only be competed with if the manufacturer focuses on improving the efficiency of its trucks and not by changing the looks.
Hope it helps!
