There are two reasons to eliminate B.

First, the argument talks of "the law of supply and demand", already strongly implying that there is a relationship between the two.

Second, B says that there is a connection, but not what the connection is. It's consistent with B to draw the exact opposite conclusion than the author did (i.e. the restrictions could result in a decrease in the price of the fish), so B doesn't support the author's specific prediction.

Between A and C I would choose A as C talks about other fish so we will need at least 2 assumptions to prove that the price of halibut will increase.
Also A is necesary b/c if the consumers decrease substantially their consumption of halibut after the restrictions the price can´t be increased.

I think B is a typical trick in strenthening quesion, answer which repeats evidence is wrong.

I would go for B as well. It seems the best and safest among the rest.
