OA is C. We have a construction like NOUN + PREPOSITION + NOUN. It seems that modifier "written in ..." modifies the nearest NOUN "Mark Twain" rather than the first one "A letter". Please explain, when does modifier relate to the first NOUN and when does to the nearest NOUN.
