2.3 X 10^14 inches/3.9 X 10^4 inches = .589 X10 ^10
which can be equvivalent to 5.9 X 10 ^9

So answer is B.

I would round up 3.9 to 4, make 2.3 x 10^14 to 23 x 10^13 and then divide.

23 / 4 = ~5.75, 10^13/10^4 = 10^9.

~5.75 x 10^ 9 = B.

No calculation is needed.

(2.3/3.9) * 10^14/10^4
approx 1/2 * 10^10
= approx 5 * 10^9
