Doesn't the passage say that "Pro-Tect has a Plan to do so and later discuss the possible advantages of this strategy after it will be adopted" ?
Note this:
Pro-Tect has decided to offer a discount


The company has decided to do this. Not "Pro-Tect is considering a discount"; not "Pro-Tect may offer a discount"; etc. They have already adopted the strategy. (The degree to which they have already implemented it is immaterial.)

If this is unclear, just think about the implications if a woman tells her man, "I've decided to leave you." It's like that. She has definitely "adopted the strategy".
