Down to C and E. I feel 'to diagnose equipment breakdowns' is better than 'diagnosing equipment breakdowns'. Based on this, I would pick E. Let me know if you have the OA and OE.

since it is a purpose, I will go with the infinitive - to
IMO - E

Further I would like to change the options:

(1) as an expert does-computers that will be used for such purposes as diagnosing equipment breakdowns or deciding whether to authorize a loan
(2) like an expert-computers that will be used for such purposes as diagnosing equipment breakdowns or deciding whether to authorize a loan
(3) as an expert does-computers that will be used for such purposes as to diagnose equipment breakdowns or to decide whether to authorize a loan
(4) like an expert-computers that will be used for such purposes as to diagnose equipment breakdowns or to decide whether to authorize a loan

I did this because I am not sure whether 'like' is correct in the above as we are comparing actions?

(A) as an expert does-computers that will be used to diagnose equipment breakdowns, deciding whether to authorize a loan, or other purposes such as these (not parallel)

(B) as an expert does, which may be used for purposes such as diagnosing equipment breakdowns or deciding whether to authorize a loan (a relative clause must be preceded by a noun)

(C) like an expert-computers that will be used for such purposes as diagnosing equipment breakdowns or deciding whether to authorize a loan (best option; "diagnosing" and "deciding" are parallel)

(D) like an expert, the use of which would be for purposes like the diagnosis of equipment breakdowns or the decision whether or not a loan should be authorized (appears to modify "expert" incorrectly)

(E) like an expert-computers that will be used for such purposes as to diagnose equipment breakdowns or to decide whether to authorize a loan (parallel, but the use of infinitives is less preferable than the -ing forms in C)

I think it's easier to decide between C and E if you reword the "such purposes as" part to read "purposes such as"

purposes such as diagnosing or deciding

purposes such as to diagnose or to decide

"like an expert" and "as an expert does" are both fine. In general, we use "like" when a noun follows and "as" when a verb follows. On the GMAT, you are extremely unlikely to see a question where answers are identical except for the usage of like or as (as long as both usages are correct, as they are in 1 and 2).

@Bill, thanks for the explanations. I have few queries:

1. I decided against C, because I thought 'diagnosing' could be acting as an adjective. If it were 'diagnosing the equipment breakdowns' I would have chosen C. Do you say that 'diagnosing equipment breakdowns' is perfectly fine in C?

2.
use of infinitives is less preferable than the -ing forms
Is is always the case? or is it specific to contexts such as giving examples?

Yes. "Diagnosing" does not make much sense as an adjective for "equipment breakdowns". Can equipment breakdowns diagnose things? :)

I think this link is a pretty good summary of the gerund/infinitive issue: https://grammar.ccc.commnet.edu/grammar/gerunds.htm
