I eliminated A because it talks about cost for ensuring safety standards and chose C because it gives the reason that the Airline will definitely increase its revenues.

It seems that the airline has made this conclusion. If Airline A felt that the addition of the "seats" wouldn't generate more revenue than the cost of ensuring that these seats meet safety standards, then they certainly wouldn't propose adding them. I'll keep this answer choice for now

No. While the airline feels that the proposal will increase revenue, it does not seem to conclude that the FAA will approve of it. Eliminate B
