Galileo did not invent the telescope, but on hearing, in 1609, that such an optical instrument had been made, he quickly built his own device from an organ pipe and spectacle lenses.

a) Galileo did not invent the telescope, but on hearing, in 1609, that such an optical instrument had been made, he
b) Galileo had not invented the telescope, but when he heard, in 1609, of such an optical instrument having been made,

missing "he" at the end. read it with "he" and without "he"

Absolutely correct. Even I was stuck with options A and D.
I eliminated option D since it didn't have the "HE" at the end.

The sentence structure in D is not correct.

Even though + IC + COMMA + IC.

Even though he was ill, he came to the meeting.

The structure is awkward to me.

I cannot explain it. Experts can explain. We can wait about comments from experts.

he is missing in choice D.

We never say or write:

Even though Drew drew well, never thought about pursuing a career as a cartoonist. (he or she is missing after the comma)


Nor is the use of even though appropriate here, as there is no seeming logical inconsistency between the two clauses.
