in 1st Q, "began" is linked to the "renewed interest" in ceiling fans. B makes the most sense because "which" modifies the fans, and "began" is the predicate of the main clause: Renewed interest began...

In 2nd Q, best way is to eliminate all the wrong ones:
A is wrong bc there're 2 predicates without conjunction: A substance... was discovered, is not only...
C "which" modifies the plant, but it's not the plant that's 50times sweeter
D "which" modifies sucrose, but it's not sucrose that's sweeter
E changes the meaning
only B is left. 50 times modifies the substance

In 3rd Q, "an era" is an appositive to "from 1973 to 1993", to further explain what about this period/era.

E is wrong because "which" cannot be traced back to any nouns
D is wrong b/c "the city transformed" is active: the city can't transform itself, it has to BE transformed, so need passive
C "it" is ambiguous: era or LA?
A "when" and "had transformed" are problematic
Only B is left: "an era", modifies "from 1973 to 1993", "during which", during this era, and passive verb form

in 1, it's the "very popular" that's modifying the ceiling fans: "ceiling fans" is the subject, "were used" is the predicate, "very popular" describes the fans

in 2, "50 times sweeter" modifies the subject of the main clause, which is "a substance." Had the sentence read "A substance from the licorice plant WHICH 50 times sweeter than sucrose" then the clause following "which" modifies the licorice plant
